Gov. Wolf Announces Online Vehicle Sale Process, Construction Restart Date, PLCB Curbside Pick Up

Harrisburg, PA – Governor Tom Wolf today announced three actions including online sales of vehicles, which will be enabled by the signing of SB 841, restart of construction projects statewide starting Friday, May 8, and curbside pickup of wine and spirits at select Pennsylvania Liquor Control Board locations. 

“Over the past six weeks, Pennsylvanians have come together like never before to halt the spread of COVID-19,” said Gov. Wolf. “It has not been easy, but it has paid off. Today, we are taking small steps toward a degree of normalcy. We are allowing curbside pickup of phone orders at PLCB stores and auto sales will be allowed to take place online. On May 8, construction will resume statewide.

“I want to caution that we will not be resuming operations as they were in February. We’re going to continue to take precautions that limit our physical contact with others, and we will closely monitor this to see if it can be done safely.”

These limited steps forward will be closely observed in the coming days and weeks to ensure that they do not result in a rapid increase in COVID-19 cases, in which case the governor will use his authority under the emergency disaster declaration to resume restrictions to protect public health and safety. 

Vehicle Sales May Be Conducted Online 

The governor will sign Senate Bill 841 later today that approves qualified Pennsylvania notaries public to perform remote online notarizations, which will allow auto dealerships to conducted limited car sales and leasing operations through online sales, as a notary is required to complete the transaction. Auto dealerships may continue to remain open for certain activities, such as repairs to passenger and commercial vehicles and sales of auto parts, but in-person car sales or leases are still considered non-life sustaining and remain prohibited at this time.

Construction With Strict Guidelines Resumes Friday, May 8 

Public and private residential and non-residential construction may resume statewide starting Friday, May 8, in accordance with safety guidance that will be issued by the administration shortly. Construction projects already deemed life-sustaining may continue while adhering to social distancing, personnel limits and other guidance as announced by the administration.  

PLCB Begins Limited Curbside Pickup 

The Pennsylvania Liquor Control Board (PLCB) today began accepting orders by phone for curbside pickup at 176 locations. Phone orders can be placed between 9 a.m. and 1 p.m., or until reaching a store’s maximum order capacity each day. Curbside pickups will be scheduled from 9 a.m. to 6 p.m. within a few days of order placement. Callers will be guided through each store’s unique inventory. There is a limit of six bottles per order, and credit cards are the only accepted form of payment. At pickup, customers will be required to present identification before the order is delivered. 

The PLCB website lists the stores offering curbside pickup. PLCB anticipates expanding the service at more locations in the future. The PLCB website, FineWineAndGoodSpirits.com, is also increasing order capacity.

Curbside sales at Fine Wine and Good Spirits Shoppes will serve as a guide to determine whether certain other non-life-sustaining businesses may be able to resume limited operations through curbside pickup, which is currently only permitted for life-sustaining businesses that offer food and pharmaceuticals. 

The Administration will monitor the implementation of curbside pickup including the safety of the supply chain to determine if broader curbside pick up can be done safely and effectively to provide goods and services, while still limiting the amount of person to person contact not just at retail locations but throughout the supply chain.

Wolf Administration Announces Loan Deferrals for Businesses Impacted by COVID-19 

Harrisburg, PA – Today, Department of Community and Economic Development (DCED) Secretary Dennis Davin announced the forbearance of loans administered by DCED.

“This pandemic has presented new and unforeseen challenges to Pennsylvania’s businesses, and the Wolf Administration has been committed to supporting our business community to the fullest extent every step of the way,” said Sec. Davin. “This extended deferral will help ease the burden on small businesses and enable them to focus and prioritize their efforts as we work to mitigate the spread of COVID-19 in the commonwealth.”

Next week, Governor Tom Wolf and Sec. Davin will request loan deferrals for all borrowers with the Ben Franklin Technology Development Authority, the Commonwealth Financing Authority (excluding PENNWORKS program loans), the Pennsylvania Industrial Development Authority, and the Pennsylvania Minority Business Development Authority.

In March, DCED took the emergency executive step of halting April payments, late fees, and accruing interest for these loans. This additional forbearance will apply to May and June payments to include no accrual of interest or fees. Automatic payments will be halted and borrowers paying by check will not be required to submit payment until the scheduled July payment. As a result of the forbearance, the maturity of the loans will be extended for three months.

Resources and information for businesses is regularly posted to http://dced.pa.gov/resources. The U.S. Small Business Administration, in addition to local funding partners, may also be a source of assistance for affected businesses.

The federal CARES Act will provide unemployment benefits to the self-employed, gig workers, and other individuals who previously were not eligible for unemployment.  Special instructions will be provided to these individuals.  At this time, you should NOT file a claim through the existing online system or phone number if you are not currently eligible for unemployment.

January 2018 Board Meeting 1/19/18

We are excited to be having our first meeting of the year at the New Castle Country Club across from Phil Fitts Ford in Neshannock. 

Lunch will be served from 11:40 and the meeting will begin promptly at noon.  Our presentation this month is on Alzheimer’s and Dementia and will be given by Shawna Bostaph from Shenango on the Green.  See you on Friday!

Christmas in the Park – Dec. 1st 6-8pm

The community is invited to attend our 3rd Annual Christmas in the Park! The festivities will begin at 6:00pm on Friday, December 1st. Bring your family and friends to enjoy and evening of lights, food, fun, and entertainment. There will be face painting and a selfie station in the Scout House too!

Regional Development Update by Commissioner Steve Craig

At our October board meeting Commissior Craig brought a whole boatload of updates about all the exciting things happening in our area.  From the Shell Cracker Plant to the new $750 million gas-fired electric plant to the $90 million water plant in Ellwood City, there is plenty happening in our county.  Steve also dug deep into some of the transportation discussions that are happening in the region.

After a really awesome lunch of sandwiches from The Dirty Pickle (you absolutely HAVE TO try them if you haven’t yet!), dessert from Honest Abe’s & Mona’s Chocolates, salad form Gilliland’s and snacks from The Apple Castle, the May Chamber meeting proved to be a VERY informative event, with presentations from Ken Romig, Ken Jewell, and Janet Falotico.  Ken, the Vice President for Finance and Management Services at Westminster College, covered a lot of ground including detailing the contributions Westminster College makes to the community as well as the things Westminster gets back from the community.  A very few highlights:

  • 1200 full-time students
  • Estimated $53MM cash benefit to local PA economy , $2.1MM benefit locally in student rents & purchases
  • 300 full time and 100 part time employees
  • $15MM paid in salaries
  • Even though they are tax-exempt they still pay $75K per year in property taxes
  • They buy $1.4MM worth of services from the Borough

Next up was Ken Jewell, Director of Student Affairs and Operations at the Wilmington Area School District.  Ken detailed a number of the new programs and highlighted the massive improvements the district has made int he technology available to both teachers and students.  The entire school is now covered with WiFi and it can support all of the devices the school now has.  Another one of the improvements is the addition of a 3D printer that the students can work with.  He brought some samples of items the students have created.  In addition the district will be upping their broadband capability to 1Gbps this summer which is a large upgrade from the current capacity.

A surprise but always welcome visitor was Janet Falotico, Executive Director of the Lawrence County Tourist Promotion Agency who spent a few minutes discussing recent activities at the TPA, including the possibility of an increase in

5% which would bring in seriously needed additional monies to help with promoting the county tourism businesses.  Also discussed was the addition of a Makers Fair this year at the Fireworks Festival which will be an exciting addition to the festival.

The regular meeting then commenced with updates from Mayor Sherie Babb, the Chamber Executive Committee, and an update on LIVE New Wilmington events by Katanya Cathcart.  The topic was discussed briefly on how to replace the Business Expo since it seems pretty unanimous that it has run its course.  An open brainstorming meeting will be scheduled soon to get started on that important task.  Meeting minutes will be available by the 3rd week of June.
